How to Apply for Certificates

Online Application (Certificate Issuance Service)

You can apply for certificates using a PC, smartphone, etc., and choose to print them at a convenience store, receive them as an electronic certificate (PDF) via online delivery, or receive them by mail. If you have completed the initial user registration, you can apply for and issue certificates 24 hours a day, 365 days a year (excluding receipt by mail and system maintenance periods).


  • Eligible Applicants: Those who graduated, completed, or withdrew as a regular student from a Regular Course of study (However, there are restrictions on who can use the convenience store printing and online delivery of electronic certificates (PDF)).
  • Available Certificates: All certificates (However, there are restrictions on which certificates are available for convenience store printing and online delivery of electronic certificates (PDF)).
  • Fee: 500 yen per copy (Convenience store printing requires an additional printing fee of 60 yen per page. Receipt by mail requires an additional system usage fee of 450 yen and postage (Domestic: 430 yen, International: EMS fee)).

  • This method allows you to print certificates at multi-copy machines in convenience stores in Japan (Seven-Eleven, FamilyMart, Lawson).

  • Certificates printed at convenience stores cannot be securely sealed (placed in an envelope and sealed).
  • The Ministry of Foreign Affairs (MOFA Headquarters and overseas diplomatic missions) does not accept certificates issued at convenience stores. If submitting to MOFA, please select receipt by mail.
Online Delivery of Electronic Certificates (PDF)
  • This feature sends a download link for the electronic certificate (PDF data of the certificate) directly to the recipient, such as a prospective employer or an overseas educational institution.
  • Click here for details on eligibility and available certificates.
  • If there is a reason why the electronic certificate cannot be sent directly to the recipient (e.g., you need to upload the PDF data to the recipient's system), you can enter your own email address in the recipient email address field to download the electronic certificate yourself. However, when submitting, you must submit the electronic certificate as the downloaded PDF data. Merging multiple PDF files or printing and submitting them is not allowed.

Receipt by Mail
  • This method sends the certificate directly to you by mail.
  • Eligible applicants are those who graduated, completed, or withdrew as a regular student from a Regular Course of study, regardless of the year.
  • In addition to the certificate fee, a system usage fee of 450 yen and postage (Domestic: 430 yen, International: EMS fee) will be charged.
  • Domestic mail is sent via LetterPack Light, and international mail is sent via EMS.

Initial User Registration Procedure

First-time users should complete the New Registration (Initial User Application) procedure.
※It takes about one business day for the service application (new registration) and approval (identity verification) process, after which certificate issuance application becomes possible.
However, it is expected to take around 10 business days during the peak periods from late March to April, after long summer/winter breaks, and during long holidays, due to a significantly high volume of applications. Please be aware of this in advance.
※If you applied for an alumni account while enrolled, new registration (initial user application) is not required.

New Registration (Initial User Application)

Certificate Issuance Service Login Manual (for Alumni/Withdrawn Students)
After accessing the certificate issuance service, you can change the language to English from the dropdown menu in the upper-right corner of the screen.

New Registration (Initial User Application) Flow

      1. Access "New Registration (Initial User Application)"
      2. Register your email address (an email for applicant information registration will be automatically sent).
      3. Enter and submit applicant information (please also complete the name change procedure if necessary).
      4. University (Student Affairs Office of the campus from which you graduated) approval (identity verification) process.

      5. Initial login (use the initial password provided in the email confirming the acceptance of the application).
      6. Set your second password [Registration Complete].

Notes on New Registration (Initial User Application)

  • In principle, received applications will be processed by 17:00 on the next business day. However, if there are discrepancies between the application content and the student record data, the approval of the application may take longer than usual. Also, due to a significantly high volume of applications from late March to April, after long summer/winter breaks, and during long holidays, it is expected to take around 10 business days. Please be aware of this in advance.
  • The application process is handled by the Student Affairs Office of the campus from which you graduated, completed, or withdrew. In principle, applications are not processed on Saturdays, Sundays, national holidays, campus-wide summer/winter closure periods, January 10 (Fukuzawa Memorial Day), and April 23 (Anniversary of the University's Founding).

  • Please enter your current name in the "Applicant Information" field.
  • An automatic linking feature for multiple student records has been added. If you have multiple student records (e.g., undergraduate and graduate), once registration is complete for one record, the others will automatically become available. For the "Program" field, please select it according to the required certificate. For example, if you need an undergraduate certificate, select [Undergraduate (Bachelor's Program)].
    ※If you have previously registered with a different email address, automatic linking will not apply. Please log in with the email address you wish to unify and apply for the other student record using "Add Student ID Registration" in the menu.
  • Please configure your email settings to receive emails from "no-reply-crt@info2.keio.ac.jp".
  • Certificates will, in principle, be printed with the name used during enrollment (or the name after the name change procedure if completed). If you changed your name after leaving the university (graduation, completion, or withdrawal) and wish to have the certificate issued with your current name, please complete the Name Change Procedure on the applicant information registration screen during the initial user application.

  • Depending on the period of your enrollment, your student record may not have your name registered in Roman letters, and you may not be able to apply for an English certificate on the day your usage is approved. In this case, please log in again after 7:00 a.m. the next morning to submit the application.

Available Hours

24 hours a day, 365 days a year
*Excluding maintenance hours for commercial services and the university's operational suspension periods.
*Regular maintenance is performed around the end of the Spring Semester (late September) and the end of the Autumn Semester (late March to early April).

※Please note that Keio University cannot issue receipts for certificates obtained through the Certificate Issuance Service.
For cash payments made at convenience stores, a "Payment Receipt" or "Statement of Transaction and Receipt" will be issued at the register after payment.
For payments made by credit card, Pay services, transportation IC cards, or carrier billing, please contact your respective payment provider.
If you require a receipt issued by Keio University, please apply for your certificate at any campus service counter.


General Notes on Using the Certificate Issuance Service

  • If you complete an application with an incorrect number or type of certificates, the paid certificate issuance fee, etc., will not be refunded for any reason.
  • Convenience Store Cash Payment:
    Seven-Eleven Payment is made by presenting the "Payment Slip Number" or "Payment Slip" issued at the time of application to the register at each store.
    If using the "Payment Slip Number," please print it or write it down. If using the "Payment Slip," please print it or present the barcode on a smartphone, etc.
    ※If you have a memo of the "Payment Slip Number," please tell the store clerk it is a "Payment for Internet Shopping."
    Instructions for operation are as follows:

    Uses the convenience store cash collection service "SmartPit." Based on the "SmartPit Number" issued at the time of application, an "Application Ticket" is issued at the "Multimedia Terminal" in each store, and payment is made at the register. Instructions for operation are as follows:

Notes on Applying for Convenience Store Printing

  • Certificates printed at convenience stores cannot be securely sealed (placed in an envelope and sealed for delivery). If secure sealing is required, please do not use this service and apply via a different method. Note that refunds of the certificate issuance fee, etc., for certificates for which payment has already been completed will not be issued, even if the reason is that secure sealing is not possible.
  • Certificates issued at convenience stores are protected by an electronic watermark (to deter forgery using POPITA technology). They cannot be used if copied.
    ※POPITA is a registered trademark of NTT West Corporation.
  • The Ministry of Foreign Affairs (MOFA Headquarters and overseas diplomatic missions) does not accept certificates issued at convenience stores. If submitting to MOFA, please select receipt by mail.
  • Installation of Multi-Copy Machines:
    Seven-Eleven Multi-copy machines compatible with Fuji Film Business Innovation Corp.'s "NetPrint" are installed. Details here (Japanese). Some stores do not have multi-copy machines installed. Search for stores here (Japanese).

    Lawson
    Multi-copy machines compatible with Sharp Corporation's "Network Print Service" are installed. Details here (Japanese).

  • The convenience stores that can be used are those in Japan that have multi-copy machines installed at Seven-Eleven, FamilyMart, and Lawson (in alphabetical order).
    ※Cannot be used at overseas stores.
  • The printing deadline is 7 days from the application date.
    ※Note that after 0:00 AM on the 8th day, printing will no longer be possible, and the issuance fee will not be refunded.
    ※If paying in cash at a convenience store, please complete the payment and printing at the convenience store within 7 days of the application.

Notes on Applying for Electronic Certificates

  • Before using this function, please inform the contact person at the recipient company/organization of this page's URL and obtain their consent regarding the contents described in "About Online Delivery of Electronic Certificates (PDF)". (If sending to an overseas educational institution, please provide this link (English page).)
  • You must enter the recipient's name (company/organization name) and the recipient's email address when applying. The recipient's name will be printed on the certificate. A certificate without the recipient's name is invalid. You can enter only one recipient per application. If sending to multiple recipients, please apply again.
  • When sending an electronic certificate (PDF) directly to WES (World Education Service), please append your Reference Number to the end of your name on the "Recipient Registration" screen and set the recipient email address to submit@wes.org. Please check here (English) for details.
  • If submitting to other overseas educational institutions and an ID (examinee number) or similar is requested, please append it to the applicant's name on the "Recipient Registration" screen. (Example: "Applicant Name: KEIO, TARO (ID: ABC123456)")
  • If there is a reason why the electronic certificate cannot be sent directly to the recipient (e.g., you need to upload the PDF data to the recipient's system), you can enter your own email address in the recipient email address field to download the electronic certificate yourself. However, when submitting, you must submit the electronic certificate as the downloaded PDF data. Merging multiple PDF files or printing and submitting them is not allowed.
  • The download link for the electronic certificate is valid for 3 months from the date of application.
  • Forgery or alteration of certificates issued by Keio University may result in criminal charges, such as forgery of a private document with a seal, alteration of a private document with a seal, or unauthorized creation of private electromagnetic records.

Checking Status and Resending Electronic Certificates (PDF) Online

An email notification is sent to the applicant the first time the recipient company/organization confirms the sent certificate.
The delivery status can be checked via the Certificate Issuance Service. Follow the steps below:

  1. Access the "Login Site"
  2. Select "Application List"
  3. Select the certificate sent online to view the details.

*The delivery status will display as follows:
・If the recipient has confirmed the certificate: Confirmed
・If the recipient has not yet confirmed the certificate: Unconfirmed


*Resending is only possible if the recipient has not yet confirmed the sent certificate.

  1. Access the "Login Site"
  2. Select "Application List"
  3. Select the certificate to be resent to view the details.
  4. Click the "Resend" button at the bottom of the screen.
  5. Enter the new recipient's email address and click the "Proceed" button.
    ※Items other than the new recipient email address (such as recipient name) cannot be changed.
  6. Click the "Apply" button at the bottom of the screen.


Notes on Applying for Receipt by Mail

  • If you request certificates from multiple campuses, shipping may take several business days.
  • Issuance and shipping may take several business days, depending on the year of enrollment and the type of certificate.
  • A system usage fee (450 yen) is added to the certificate issuance fee and postage for each application.
  • The maximum number of certificates per application is 10 copies in total.
  • For certificates not listed in the application options, please select "Other" and provide the certificate name and recipient details.
    Example: Museum Curator Qualification Certificate, Library Science Certificate, Certificate of Credits Acquired at the Open University of Japan, Request Form (LSAC: Transcript Request Form, NY Bar: Form Law School Certificate, etc.)
    ※Certificates related to teaching qualifications (e.g., Certificate of Academic Proficiency) cannot be applied for. Please apply using the method described on the Certificate Issuance Application page of the Teacher Training Center Website.
    ※For special certificates for the Faculty of Science and Technology (Engineering)/Graduate School of Science and Technology (Engineering), please contact the following in advance:

  • Please note that for the Law School (Graduate School of Law), if you withdraw, the grades for all courses taken in your final year of enrollment will be invalidated and will not be listed on the transcript (except for withdrawal on March 31 after receiving a promotion decision).
  • Request forms or other specified recipient forms can be accepted as PDF uploads, but if the original form is required for submission, please mail it separately. In this case, enter a note in the "Remarks" field indicating that the original form will be mailed.
  • If you wish to send mail to a country where EMS mail service is suspended, please inquire in advance.
    If a non-mailing delivery method is specified for an overseas institution, please inquire in advance.
  • Mailing addresses are limited to the applicant's address or an address specified by an overseas graduate school or institution for direct submission.
  • If you wish to be notified of the EMS shipment completion and tracking number, please write this in the "Remarks" field. We will notify you when the shipment is completed. (Excluding Policy Management, Environment and Information Studies, and Graduate School of Policy and Media).
  • Once payment is complete, you cannot change the number of copies, postage (recipient region), or cancel the application. Furthermore, no refunds will be issued for any reason. If additional copies are needed, please apply again for the required amount (postage and system usage fee will be incurred separately).
  • Issuance may be refused if the purpose of the certificate issuance is deemed inappropriate.
  • Due to the impact of global circumstances, significant delays or suspension of international postal services may occur. Please note that if you specify a country where EMS mail service is suspended as the mailing address, we will not be able to ship the certificate. Please check the Japan Post website (Japanese) for EMS availability. If you wish to send to a country where service is unavailable, please contact the campus from which you graduated, completed, or withdrew before applying.
    ※If the payment procedure has been completed, we will not refund the postage or the difference for alternative shipping methods due to the suspension of EMS mail service.

How to Apply

Some certificates can be applied for and received at any campus office, regardless of the campus of graduation (completion/withdrawal).
The main eligible applicants are those who graduated, completed, or withdrew in March 1991 (Heisei 3) or later, but please note that the applicable graduation, completion, or withdrawal dates differ for the Faculty of Medicine, Graduate School of Medicine, Graduate School of Business Administration, Faculty of Pharmacy, and Graduate School of Pharmaceutical Sciences.

Application by Mail

You send the "Application Form," "Proof of Identity," "Certificate Issuance Fee," "Self-addressed Stamped Return Envelope," etc., by mail, and the certificate is issued by mail.


  • Eligible Applicants: Those who graduated, completed, or withdrew as a regular student from a Regular Course of study.
  • Available Certificates: All certificates.
  • Fee: 500 yen per copy + Return Postage.

Other Information Regarding Certificate Issuance

Please check the following information regarding matters related to certificate issuance.

Current Students Who Have Graduated from or Completed a Keio University Faculty or Graduate School

If you are a current student at Keio University (undergraduate or graduate school) who has previously graduated from or completed a Keio University faculty or graduate school (Master's program), you can issue certificates for your former student status (the faculty or Master's program from which you graduated/completed) using the certificate issuance methods for current students (automatic certificate issuing machine, convenience store). However, issuance may not be possible depending on the faculty/Master's program and the year of graduation/completion. Please refer to the page below for details.

What is an Identity Verification Document?

The following documents are accepted as proof of identity. Please prepare one of the following:

・Driver's License (valid, issued in Japan)
・Driving History Certificate (issued on or after April 1, 2012)
・Passport (valid, page with photo)
・My Number Card (valid, front side only, may be kept in its dedicated case, Notification Card is not accepted)
・Health Insurance Card or Qualification Confirmation document (The Insured Person's Symbol/Number, etc., must be masked)
 *Due to a change in the system, Health Insurance Cards are scheduled to become unusable after December 2, 2025.
 Also, depending on the type of insurance card you hold, the expiration date may be on or after July 31, 2025, so please confirm in advance.
・Residence Card (valid, both sides)
*If the applicant resides overseas, only a passport is accepted.
*Resident registration, company ID, and student ID from other universities are not accepted.
*If you do not have any of the above, please consult us in advance.

Procedure for Change of Name/Surname or Restoration of Former Surname

The procedure for change of name/surname or restoration of former surname, etc., differs depending on the method of application for the certificate. Please check the following and complete the procedure.

Important Notes

The procedure is different from the name change procedure at the Jukuin Center (Keio Alumni Association Office). Please note that even if you complete the name change procedure at the Jukuin Center, the name on the certificate will not be changed by the Office of Student Services (as submission of documents such as a copy of the family register is mandatory for name change on certificates).
Please note that upon completion of the name change procedure for your certificate at the Office of Student Services, we will report it to the Jukuin Center. If you do not require a change in the Jukuin Center's registration information, please let us know.


For Online Application (Certificate Issuance Service)

For first-time users:

When registering for new use (first-time application), please upload the necessary documents for the name change procedure on the applicant information registration screen.

For those who have used the service before:

Please complete the name change procedure using the "Name Change Application Form" below. After the name change procedure is completed, the university will contact you by email.

  • Document proving the change of name/surname *One of the following:
    -Individual Certificate of Matters or Copy of Family Register (issued within 3 months)
    -Resident Record with Former Surname (issued within 3 months, without My Number notation)

*Timing of Name Change Reflection on Certificates
For first-time users, the name change procedure is complete when you receive the acceptance email for the initial use application (re-use application). For those who have used the service before, the procedure is complete when you receive the email from the university stating that the name change procedure has been completed. However, the name change will be reflected on the certificate early in the morning of the day after you receive the email. Therefore, please apply for certificate issuance after 7:00 AM the morning after receiving the email.


For Applications at the Counter or by Mail

Please submit the following documents. Upon receipt of the documents, the name change procedure will be completed immediately, and the certificate will be issued with your current name.

Identity Verification Document in your current name (after the name change)
・Document proving the change of name/surname *One of the following:

Letter of Authorization (Application by Proxy)

For applications at the counter or by mail, submission by a proxy is permitted.
The following documents are required for application by proxy.


Required Documents:
・Letter of Authorization from the applicant (principal)
・Copy of the applicant's (principal's) Identity Verification Document
・Proxy's Identity Verification Document


If you cannot download the "Sample Format for Letter of Authorization" above, any paper format is acceptable, but please ensure it contains content that confirms the principal's intent and includes the following required information:

  1. Date the Letter of Authorization was filled out
  2. Full name, seal (or signature), date of birth, address, daytime contact number, and email address of the principal
    *If the principal resides overseas, the signature on the Letter of Authorization must be the same as the signature on their passport.
  3. Full name, date of birth, address, daytime contact number, and email address of the proxy

Have you received your Degree Certificate?

If you have not received your Degree Certificate (Graduation Certificate / Completion Certificate), please receive it as soon as possible. It can be picked up at the counter of the campus from which you graduated (completed) or mailed within Japan only.

Various certificates issued by Keio University at convenience stores or through the online delivery of electronic certificates (PDF) are provided with an electronic watermark (anti-counterfeiting using POPITA technology). Recipients of certificates issued at convenience stores or via the online delivery of electronic certificates (PDF) can verify the authenticity of the certificate using the electronic watermark (POPITA) technology. About Online Delivery of Electronic Certificate (PDF)

The online delivery of electronic certificates (PDF) is a service that directly sends a download link for the certificate PDF data to the prospective employer or educational institution.
The certificate PDF data is protected against tampering with a timestamp and an electronic signature.
If the document is tampered with after issuance, an error message will be displayed when opening the PDF.

<Flow of Online Delivery of Electronic Certificate>

  1. The applicant will ask you to confirm if you accept online delivery of electronic certificates.
    If you accept, please provide the applicant with the following information:

    ・Company/Organization Name
    ・Department in Charge
    ・Name of Person in Charge
    ・Email Address for Delivery
  2. The applicant will apply through the certificate issuance service, and an email containing the download link for the electronic certificate will be sent to the email address provided in 1. (Sender Email Address: no-reply-crt@info2.keio.ac.jp). The download link is valid for three months from the certificate application date.

  3. Please download the electronic certificate from the download link, confirm that it has not been tampered with, and accept it.
