Notice of system maintenance

Maintenance is scheduled during the following period.
・4:30a.m. - 6:00a.m. on Monday, June 10 (Endtime is tentative.)
・3:00a.m. - 4:30a.m. on Saturday, June 15 (Endtime is tentative.)

◆Effects of maintenance◆

  • You cannot log in to the Certificate Issuance Service and cannot apply for certificates and Student Travel Fare Discount Certificates (Gakuwari) .
  • Even if you pay the issuance fee at a convenience store etc. during the maintenance period, you will not be notified immediately of the information required to print certificates. It is recommended that you complete the payment before the maintenance period.
  • If the certificate issuance fee has already been paid before maintenance period, you can print certificates at convenience stores (within 7 days of application).
  • During the maintenance period above, you will not able to print out certificates at on-campus certificate issuing machines.

※The service will be temporarily unavailable in late September and from late March to early April due to maintenance. The specific schedule will be announced on K-Support News.

    To use this service, you need to apply in advance from the Certificate Issuance Service.
  • Some certificates or certificates need to be securely seadled (issued in a sealed envelope) cannot be issued using certificate issuing machines, at convenience stores, or by delivery online as an electronic certificate (PDF). Before issuing a certificate, Please check the "Notes on Issuance of certificates."

Notes on Issuance of Certificates

About issuance of certificates

  • If certificates need to be securely sealed (issued in a sealed envelope), do not use the certificate issuance service and inform the Academic Affairs Section on the campus to which you are affiliated. Certificates that have already been issued cannot be securely sealed later.
  • Student Travel Fare Discount Certificates (Gakuwari) cannot be issued at convenience stores or by online delivery as an electronic certificate (PDF) . Please use the certificate issuing machines.
  • Certificates issued through this service are printed using digital watermark (POPITA technology) to prevent forgery. Copies of these certificates cannot be used.
    *POPITA is a registered trademark of NTT Advanced Technology Corporation.
  • Certificates issued using digital watermark (POPITA) are not accepted by the Ministry of Foreign Affairs (ministry and diplomatic missions overseas). If you will submit certificates to the Ministry of Foreign Affairs, please inform the Academic Affairs Section on the campus to which you are affiliated.

About certificate issuance fee

  • Please be aware that certificate issuance fees, etc., for which payment has already been completed cannot be refunded.

Who cannot issue certificates?

  • No certificates can be issued if tuition has not been paid by the previous semester. Additionally, it may take a few days before certificates can be issued after any outstanding payments have been settled.

  • Certificates can be issued at any Certificate Issuing Machine, regardless of affiliated campus.
    *Entry of students affiliated to other campuses is restricted on some campuses. For details, please check the "Office/Campus facilities" for each campus.

Operating hours and locations

  • Certificate Issuing Machines may be temporarily out of service due to maintenance or repair work. Students should allow for ample time in making the necessary arrangements to obtain required certificates, and should also take careful note of usage periods and the number of certificates they will require.
  • Please notify the Academic Affairs Office during office hours in the case of any mechanical failure occurring while operating the Certificate Issuing Machines.

Online Delivery of Electronic Certificates (PDFs)

This function is used to send a download link of an electronic certificate (PDF data of certificate) directly to an employer, overseas educational institution, etc. PDFs are delivered time-stamped and digitally signed to guarantee their authenticity.

All users are requested to confirm the following precautions before submitting an application.


Notes on applying for electronic certificates

  • Before utilizing this function, please send the URL for this page to the person to whom the certificate is to be sent, and obtain their approval of the details outlined in "Online delivery of electronic certificates (PDF)." (If you are sending to a Japanese educational institution, etc., please direct them here (Japanese page).)
  • The name of the company/organization to which certificates are to be sent, as well as the corresponding email address, must be entered at the time of application. The destination company/organization name is printed on the certificate. Certificates without this information are invalid. Only one recipient may be entered for each time you apply. If you wish to send certificates to more than one recipient, please repeat the process for each recipient.
  • In the case that you are submitting an application to an overseas educational institution or similar, and are asked to enter your ID (examination number) or other information, please enter this into the "Recipient registration" screen, in addition to the applicant's name. *Ex.: Applicant name: KEIO, TARO (ID: ABC123456)
  • If there is some reason why the digital certificate cannot be sent directly to the recipient (e.g., if the file must be uploaded as a PDF to an external system to submit it), please enter in your own email address instead into the portion of the application which asks for the recipient's email address. This will allow you (the applicant) to download the digital certificate. However, when submitting this certificate, you must keep it in its original PDF formatting. Do not combine it with other PDF files or submit a printed version of the digital certificate.
  • The download link for the electronic certificates is valid for 3 months from the date of application.
  • If you forge or modify a certificate issued by the University, you may be criminally liable for Counterfeiting of Private Documents with Seals, Alteration of Private Documents with Seals, or Unauthorized Creation of Private Electronic or Magnetic Records. In addition, currently enrolled students may be punished in accordance with Article 188 of the Undergraduate Faculty Rules and Regulations, Article 161 of the Graduate School Rules and Regulations, or Article 62 of the Graduate School of Law Rules and Regulations.

Confirmation of delivery status and resending

An email notification will be sent to the applicant when the company/organization to which the certificate was delivered has checked the certificate for the first time. Delivery status can be confirmed from the Certificate Issuance Service. For instructions on the procedure, please refer below.

Resending an electronic certificate (PDF)
It is only possible to resend a certificate when the certificate in question has not been checked by the recipient.

  1. Log in to the Certificate Issuance Service
  2. Select "Application list"
  3. Select the certificate you wish to resend and view the details
  4. Click the "Send again" button at the bottom of the screen
  5. Enter the email address for resending and click the "Proceed" button
    Fields other than the email address for resending (such as the name of the recipient) cannot be changed.
  6. Click the "Apply" button at the bottom of the screen

How to Switch Language to English on Certificate Issuance Service

After accessing the Certificate Issuance Service, you can change the language to English from the "LANG" pull-down menu in the upper right corner on the screen.

Purchasing method for Student Commuter Pass(Issuing Student Commuter Certificates)

When purchasing a commuter pass, please follow the procedure below to issue a student commuter certificate and submit it to the station counter, etc. in advance. As of April 1, with the exception of certain public transportation services, when students submit a student commuter certificate that has their expected date of graduation printed on it to buy a commuter pass, they will not have to present a new certificate when renewing their passes in the future.(Excluding some public transportation services.) Students will be able to apply for and print certificates that have their expected date of graduation on them beginning at 9:00 a.m. on Monday, April 1, 2024.

Purchasing method for student commuter pass

  1. Log in to the Certificate Issuance Service and apply for "03_Student Commuter Certificate for Issuance of student commuter pass (affiliated campus)."
  2. Print the "Student Commuter Certificate" at a convenience store or a certificate issuing machine on campus.
  3. Fill in the commuting route, valid period, and starting date for using the Student Commuter Pass on the Student Commuter Certificate, and submit this to the station counter, etc. in order to purchase the pass.

The expected date of graduation listed on a student's commuter certificate will be based on their date of admission to the school and the standard term of study* for their academic program.
・Students admitted in April: March 31 of the year they are expected to graduate based on the standard term of study
・Students admitted in September: September 21 of the year they are expected to graduate based on the standard term of study

*Standard term of study = Bachelor's degree programs: four years (six years for School of Medicine/Department of Pharmacy at the Faculty of Pharmacy); Master's degree programs: two years; Doctoral degree programs: three years; Doctoral programs (four-year system): four years; Legal Practice Major within the Law School: three years (two years for students with prior legal knowledge); Master of Laws (LL.M) in Global Legal Practice: one year
*For Japanese Language Program students or short-term international students, the certificate will display the date of the last day of the current academic year (March 31).
*If the student has been enrolled for more than the standard term of study, the certificate will display the date of the one-year extension of the standard term of study.

Precautions for issuance

  • While there are no transaction fees for generating a "Student Commuter Certificate," printing the certificate costs 60 yen at convenience stores.
  • The "commuting route" is the most economical route option from the station closest to your residence to the station closest to your campus (or nearest bus stops for those commuting by bus.) Issuance of the Student Commuter Certificate may be suspended if a student is found to have falsified information, and the student may be punished in accordance with the school regulations.
  • Students who have not paid their academic fees and expenses up to the previous semester, those who have not registered their home address (in Japan), or those who are in the process of applying for a change of address will not be able to apply for a Student Commuter Certificate.
  • The handling of commuter certificates with the expected date of graduation when purchasing a student commuter pass may be operated differently depending on the public transportation service counters. Be sure to check their respective websites for information on how to purchase a commuter pass.
  • If you change campuses, move, or otherwise change your commuting route, you will need to have an updated student commuter certificate that reflects these changes issued to replace the old one. This also applies for students who exceed their original expected date of graduation.

Changes to home addresses

Your home address will be printed on the Student Commuter Certificate. If you will change your home address, after logging in to K-Support, select "Application" from the menu (or the top right menu button on a smartphone), and then select "Confirmation/Change of Address" ."Your newly registered address will be reflected on your Student Commuter Certificate from 7:00 a.m. the morning after you receive email confirmation of your change of address. Please note that the address from before the change will be printed on the Student Commuter Certificate if you have applied before the new address is reflected.


Purchase of student commuter passes for the new semester

Academic year and campus information will be updated to new semester until 9:00 am on April 1 (9:00 am on September 22 for fall).
In particular, if you will be moving on to a different campus in the new semester due to promotion, please apply and issue Students Commuter Certificates after 9:00 am on April 1 (after 9:00 am on September 22 in the fall).

The start date for the issue of Student Commuter Certificates required for the purchase of a student commuter pass to other campus for the purpose of taking courses is differ. Please confirm the Keio University Student Website for "Purchasing a Student Commuter Pass for Commutes to Other Campus"


Issuance of Certificates for Previously-Affiliated Faculty/School

Currently-enrolled students who have completed an undergraduate or Master's program at Keio University in March 1991 or later can have their Transcripts of Academic Record and Certificates of Graduation (Completion) for Previously-affiliated Faculty/School issued at the Certificate Issuing Machines and convenience stores.
Please note that it may not be possible to have certificates issued for certain faculties, graduate schools, or graduation/completion years.

  • Transcripts of previous academic records of the School of Medicine and Graduate School of Medicine can be issued only to those who graduated or completed their studies in March 2011 or later.
  • Transcripts of previous academic records of the Graduate School of Business Administration can be issued only to students who entered the Graduate School in April 2000 or later and completed the program in March 2002 or later.
  • It may not be possible for students who have graduated from/completed studies at multiple faculties or multiple graduate schools to have certificates issued from the Certificate Issuing Machines for previously-affiliated faculties or graduate schools.

Applications for Certificates by a Representative Party

Applications for certificates by a representative party will only be accepted in cases where it is problematic for the student themselves to make their way to the university (studying abroad, hospitalization, etc.). Any student wishing to arrange this is requested to enquire in advance with the reception of the Academic Affairs Section at their base campus.


Representative parties are requested to present proof of identification at the reception after submitting a photocopy of the student's ID card and letter of authorization when completing applications.


Letter of authorization

While there is no prescribed format for letters of authorization, you are requested to draft them such that they confirm the intentions of the student, and that the representative party is acting at their behest, with reference to the example below.


Example Format of Letter of Authorization

I, (name of student), agree to have (name of representative party) make this application and take receipt of the certificate on my behalf.
○ Month △ date, 20 × Year, signature and seal of the student



Identification

In principle, proof of identification refers to a Keio University student ID card, driver's license, passport, Health Insurance Card (be sure to conceal the insured person's symbol and number as well as the insurer's number), or Alien Registration Certificate (both sides).
Certificate of Residence, employee ID, or student ID card for other universities may not be presented as proof of identification.

Digital watermarking (POPITA)

The various certificates that are issued at convenience stores or by online delivery of electronic certificates(PDF) are printed using digital watermark (POPITA technology) to prevent forgeries. Persons who have received certificates issued at convenience stores or
by online delivery of electronic certificates(PDF)
can use the digital watermark (POPITA technology) to confirm the authenticity of certificates. For details, See p. 6-7 of this manual.

Online delivery of electronic certificates (PDF)

The online delivery function for electronic certificates is a service which can be used to send a download link to an electronic certificate in PDF form directly to an employer, etc. PDF certificate data is time-stamped and digitally signed to prevent tampering. If the PDF has been tampered-with after being issued, an error message will be displayed when it is opened.

Process for online delivery of electronic certificates

  1. Student confirms that a certificate is eligible to be sent online as an electronic certificate.
    If the certificate is eligible for such, the student is requested to fill in the below information.

    ・Company/organization name
    ・Supervising department
    ・Person in charge
    ・Recipient email address
  2. The student completes an application using the Certificate Issuance Service, and an email containing the link to download the electronic certificate is forwarded to the email address provided in 1. The download link is valid for 3 months from the date of application.
  3. Please download the electronic certificate from the download link, and store it after confirming that the certificate has not been tampered with. Please refer to the manual below for details of how to download, and confirming signatures on, electronic certificates delivered to you.
