Emergency Student Support Handout for Continuing Studies

The Ministry of Education, Culture, Sports, Science and Technology (MEXT) has issued a notice regarding the Emergency Student Support Handout for Continuing Studies, which provides emergency cash payments to prevent students, etc., who are facing difficulties continuing their studies due to a reduction in income from part-time jobs, etc., as a result of the spread of COVID-19 from giving up their studies.
Decisions on how to accept applications at Keio University have now been finalized. Please confirm the following and complete the procedures by the application deadline.

Please also refer to MEXT's website for information on conditions for eligibility, the amount of support you can receive, outline of the system, etc.

1.Eligible persons and requirements for application

Eligible persons

・Undergraduate students (including correspondence course students and international students)
・Graduate students (including international students)
※Students who are on a temporary leave of absence can also apply.
Japanese Language Program students can also apply.
※Non-regular students such as non-degree students are not eligible.

Requirements for application

Please check "5. Handout Recipient Requirements (Criteria)" in the "Emergency Student Support Handout for Continuing Studies: Application Guide (for Students)."

※The requirement for 6-5 (circled numbers), which states "5) You cannot use the New System or a Category I scholarship because you do not meet the criteria, BUT you plan to use a support program provided by the private sector or elsewhere for which you are eligible to apply" also includes those who are currently receiving or applying for a scholarship provided by Keio University.
(This requirement does not apply to international students.)


2.Payment amount

(1)Students of households exempt from residence tax: 200,000 yen
(2)Students other than the above: 100,000 yen


3.How to apply and the deadline

The application period has been finished. (2020.06.13 00:00)

At Keio University, applications will be accepted via LINE.

4.Announcement of nominated and accepted students, and payment method

Announcement of nominated students
・The university will nominate students to the government (Japan Student Services Organization [JASSO]) based on the content of their application documents sent by LINE or post. No announcements will be made on these students nominated to the government.

Announcement of accepted students and payment method
・Accepted students will receive the payment from the government in the following account.
 1)JASSO scholarship recipients will receive the payment in the account in which they receive the JASSO scholarship
 2)Accepted students other than those that fall into 1) above will receive the payment in the bank account for which they provided details at the time of application
※Announcement of accepted students will be through the transfer of funds. No notifications will be sent out on whether or not a student was accepted to receive this payment.

Q.Can I not apply unless I meet all of the application requirements (1 to 6, or 1 to 5 + 7)?

A.You can still apply even if you do not meet all of the application requirements; however, because this system has a limit on the number of students each university can nominate, your priority for nomination may be lowered.

Q.Will I definitely be accepted if I apply?

A.Since there is a limit on how many nominations each university can make, you may not be accepted even if you meet all of the application requirements.

Q.I have not received a student ID card yet. What should I do?

A.It is necessary to register your student ID card when you apply. Please request to issue your student ID card to the Office of Student Services/Academic Affairs Group at your campus right away.

Q.The expiration date on the backside of the student ID card is expired. What should I do?

A.Please scan both sides of your student ID card as it is.

Q.I lost my student ID card. What should I do?

A.It is necessary to register your student ID card when you apply. Please request to reissue your student ID card to the Office of Student Services/Academic Affairs Group at your campus right away.

Q.I have selected as a recipient of JASSO scholarships or Category 1 Loans (interest free) of a JASSO's scholarship loans . However, I haven't received the scholarship recipient certificate yet. What should I do?

A.Please make an inquiry through the contact form for current students of Keio University in the Keio University Student Website to the scholarship section at your campus.

Q.I would like to contact the Keio University Student Support Emergency Benefits Office. How can I do? (Added on June 19, 2020)

A.The office's operation has been finished. You won't receive any response from the office even if you sent a message on LINE.

Q.I have received a contact from the office about documentation deficiency. Can I submit the additional document despite after the application period? (Added on June 19, 2020)

A.The application period is closed. The screening is made by the submitted documentations.

Q.It is shown as "未確認/unconfirmed" on LINE. I am anxious about if my application has been received. (Added on June 19, 2020)

A.If your application register had been made by 12 am on June 13, 2020, your application was proceeded to the selection.

Q.Changing the application information and document submission are still available on LINE. Are they valid? (Added on June 19, 2020)

A.Although application information can still be changed on LINE, the selection has been proceeding and these updates are invalid.

6. Other (outsourcing of work related to applications)

Keio University has entered into an outsourcing and confidentiality agreement with PERSOL TEMPSTAFF CO., LTD., and is outsourcing some work related to the processing of received applications (hereinafter referred to as "outsourced services") to PERSOL TEMPSTAFF CO., LTD. The contents of the application submitted by the applicant (student) via the LINE application system or by sending a written application will be shared with PERSOL TEMPSTAFF CO., LTD., for the duration of the outsourcing contract period and PERSOL TEMPSTAFF CO., LTD., will use the information for the sole purpose of performing the outsourced services. If the applicant (student) does not register a valid contact information (e-mail address) at the time of application, Keio University may temporarily provide the applicant's (student's) e-mail address owned by the university (@keio.jp) if Keio University determines that it is necessary for PERSOL TEMPSTAFF CO., LTD., to contact the applicant (student).
