Additional recruitment round for the Emergency Student Support Handout for Continuing Studies

We have been notified by the Ministry of Education, Culture, Sports, Science and Technology (MEXT) that they will be conducting a second recruitment round for the Emergency Student Support Handout for Continuing Studies, which provides emergency cash payments to prevent students, etc., who are facing difficulties continuing their studies due to a reduction in income, including from part-time jobs, as a result of the spread of COVID-19 from giving up their studies.
If you wish to receive this handout, please check the following information and complete the procedures by the application deadline.


Please also refer to MEXT's website for information on conditions for eligibility, the amount of support you can receive, outline of the system, etc.

1.Eligible persons and requirements for application

・Undergraduate students (including correspondence course students and international students)
・Graduate students (including international students)
※Students who are on a temporary leave of absence can also apply.
Japanese Language Program students can also apply.
※Non-regular students such as non-degree students are not eligible.

Handling of applications made during the first recruitment period (★)

If you submitted your application via LINE or by post and this was received by the office on or before June 12 (the deadline for submission), you will continue to be considered as an applicant for the additional recruitment round (excluding those who have already received the payment). Therefore, there is no need to reapply.
Please be sure to check your e-mail as we sent a message on July 9 with the title "Notification regarding the handling of the additional recruitment round for the Emergency Student Support Handout for Continuing Studies" to the keio.jp account of students whose applications were received and processed during the first recruitment period.
(If you have not received this e-mail, your application may have been denied for reasons such as not being completed by the date and/or time set as the deadline.)

The LINE application system is still in operation, and you can view and make changes to your application details even now if you accessed the system on or before June 12; however, please note that any information that was updated on the LINE system on or after June 13 is not considered by the university for decision-making purposes.


2.Requirements for application


※The requirement for 6-5 (circled numbers), which states "5) You cannot use the New System or a Category I scholarship because you do not meet the criteria, BUT you plan to use a support program provided by the private sector or elsewhere for which you are eligible to apply" also includes those who are currently receiving or applying for a scholarship provided by Keio University. (This requirement does not apply to international students.)

※In the case of Keio, all applicants must submit their bank details (copy of their bank book, etc.) for the account to which they wish to have the money transferred if they are selected.
※If you are applying as an individual of a household exempt from residence tax, you must submit a document proving that your household is exempt from residence tax (certificate of residence tax exemption [住民税非課税証明書] for the persons who are financially supporting your livelihood, etc.). (For more information regarding application conditions, please refer to the Q&A section in "6. FAQ and inquiries" on this web page.)



3.Payment amount

(1)Students of households exempt from residence tax: 200,000 yen
(2)Students other than the above: 100,000 yen


4.How to apply and the deadline

Application deadline  July 21 (Tues.)

How to apply  Applications are accepted from the following form.Please note that the application form differs depending on the campus to which you belong and the department/graduate school.

5.Announcement of nominated and accepted students, and payment method

Announcement of nominated students
・The university will nominate students to the government (Japan Student Services Organization [JASSO]) based on the content of their application documents sent by LINE or post. No announcements will be made on these students nominated to the government.

Announcement of accepted students and payment method
・Accepted students will receive the payment from the government in the following account.
 1)JASSO scholarship recipients will receive the payment in the account in which they receive the JASSO scholarship
 2)Accepted students other than those that fall into 1) above will receive the payment in the bank account for which they provided details at the time of application
※Announcement of accepted students will be through the transfer of funds. No notifications will be sent out on whether or not a student was accepted to receive this payment.

Q. "Authorization is required" is displayed, and I cannot access the application form.

A. If you are logged into a Google account other than keio.jp on your web browser, you will not be able to access the application form. Please open the Google account and relog in using your keio.jp account. (After switching accounts, it is recommended that you close the browser and relaunch it.)

Q. I made a mistake in the information I registered on the application form. Can I correct it?

A. The application data cannot be revised once it is registered. Please take care when entering the information.

Q.Can I not apply unless I meet all of the application requirements (1 to 6, or 1 to 5 + 7)?

A.You can still apply even if you do not meet all of the application requirements; however, because this system has a limit on the number of students each university can nominate, your priority for nomination may be lowered.

Q.Will I definitely be accepted if I apply?

A.Since there is a limit on how many nominations each university can make, you may not be accepted even if you meet all of the application requirements.

Q. Under what circumstances would I qualify as being a student, etc., of a household exempt from residence tax?

A. To qualify to be a student of a household exempt from residence tax, the person who is financially supporting the student's livelihood (guardian, etc.; normally both parents) must be exempt from residence tax, and this fact must be proved through the submission of certificates of residence tax exemptions (住民税非課税証明書) issued by the city, ward, town, or village office. In the case of international students, you will only be eligible if you can prove that the persons who are financially supporting your livelihood are living in Japan and that they are exempt from residence tax.

Q. What documents must I submit to prove that my household is exempt from residence tax?

A. Regardless of whether you are a Japanese or international student, you must submit certificates of residence tax exemption (住民税非課税証明書), issued in Japan, for yourself and the person who is financially supporting your livelihood (for both parents if both are financially supporting your livelihood). If the person who is financially supporting your livelihood lives overseas and certificates of residence tax exemption cannot be submitted, in principle, you will not be regarded as an individual of a household exempt from residence tax under the Emergency Student Support Handout for Continuing Studies.

Q. I do not receive any support from my parents for academic fees and expenses or living expenses, and I am exempt from residence tax. What documents must I submit to apply as an individual of a household exempt from residence tax?

A. Submit the certificates of residence tax exemption (住民税非課税証明書) for yourself and your spouse (if you have a spouse) and your health insurance card (must be valid and not show that you are a dependent of your parents). (In the case of international students, even if you submit the aforementioned documents, you may still not be considered as an individual of a household exempt from residence tax.)

Q.I am an international student, and my parents do not live in Japan. Does the condition "financially independently from parents" indicated on the application form apply to me? (Addition July 17, 2020)

A.

You are "financially independent" if you fulfill all of the following criteria:
・Living separately from persons who financially support you (parents, etc.).
・You are living off of your own (and your spouse's) income only and do not receive any financial support, including for academic fees and living expenses, from persons who would otherwise financially support you (parents, etc.).
・You are not anyone's "dependent."

Q.I have not received a student ID card yet. What should I do?

A.You are required to register your student ID card when you apply. Please ask the Office of Student Services on your campus to issue a student ID card right away.
