Information about Emergency Student Support Handout for Continuing Studies

The Ministry of Education, Culture, Sports, Science and Technology (MEXT) has notified Keio University that they will be implementing a program for "Emergency Student Support Handout for Continuing Studies."

This funding is provided on an emergency basis from the national government for students who, due to the influence of the COVID-19 pandemic, have lost income sources or received reduced income from their part-time jobs which has made it difficult to continue their academic programs.

The application for Keio University is as follows. By submission due (January 17, 9:00 am), please make an application through designated online form.

*For students who received scholarship money from the Japan Student Services Organization (JASSO) on December 10, 2021, the paperwork for filling out the application will differ from the guidelines provided here. Relevant students were contacted individually through a message on the Keio.jp portal on December 21.

*Correspondence course students should check the website of the Office of Correspondence Courses.


1.Eligibility

  • Undergraduate students (including correspondence course students and international students)
  • Graduate students (including international students)

    *Students who are repeating a year of studies (those who have received "repetition required"), students taking a temporary leave of absence, and students who are currently studying abroad are all eligible to apply.
    *Japanese Language Program (JLP) students are also eligible to apply.
    *Non-degree students, including for credit, are not eligible to apply.



2.Application guidelines

In principle, the emergency student support handout requires that students be financially independent from their families and covering school expenses using income from their own part-time jobs; that the student's income has been reduced due to the impact of the COVID-19 pandemic; and that students are struggling to pay school fees even when taking advantage of existing support systems. Specifically, students must fulfill the five following conditions:

  1. The student is living independent of their family
    (Students who are living at home but are financially independent and providing for themselves are also eligible.)
    *This information will be checked against your current address and the address of your guarantor as reported to the university. For those who have not updated your living address, please do so immediately.
  2. The student is not receiving a large amount of financial aid from their family (Less than 1.5 million yen per year including tuition fees but not including admission fees.)
  3. The student cannot expect additional financial support from their family (parent, legal guardian, etc.) due to a reduction in the family's income or similar reason.
  4. The student, in order to be able to pay academic fees and expenses, is forced to work a part-time job but, due to the COVID-19 pandemic, is unable to earn the necessary income from work.
  5. The student has received to existing financial aid programs (New Study Support System for Higher Education, Category-1 JASSO scholarship loans (limited use), internal scholarships, private sector funded support systems, Honors Scholarships for Privately-Financed International Students, etc.)



3.Priority applicants

  • Students who are receiving or whose parents are receiving public support measures related to COVID-19 countermeasures.
  • Students from a large family or single-parent household.
  • Students who applied for deferred payment of tuition in AY 2021.
  • Students whose status under the new study support system for higher education is "suspended" or "pending"
  • Students who in the last academic year have received scholarship loans from the Japan Student Services Organization (JASSO), internal Scholarships/Financial Aid, or aid from private sector funded support programs.
  • International students who in the last academic year have received "honors scholarships"
  • Students who in the last academic year have submitted applications to Keio for any of the following programs: the New Study Support System for Higher Education, JASSO scholarships, internal scholarships, private sector funded scholarships, scholarship applicant registration (for Privately-Financed International Students), etc.



4. Determination of Nominees

The university will make a recommendation to the Japanese Government (Japan Student Services Organization) based on the content of the student's application documents. The university will not announce which students have been recommended to the government. (We also be unable to respond to individual inquiries)


5.How recipients will be announced and method of payment

The national government will use direct deposit to transfer funds into the following bank account (a fixed payment of 100,000 yen).

 1) For recipients of JASSO scholarships, the money will be transferred to the designated scholarship bank account.
 2) For other recipients, the money will be transferred to the bank account listed at the time of application under "bank account transfer information."

The recipients will be notified of the results of their application at the time of transfer. General acceptance/rejection notifications will not be sent to applicants. (We will also be unable to respond to individual inquiries.)

*Note* As the government is unable to transfer funds overseas, applicants must provide a Japanese bank account that is opened under their name. Students who are not able to do this will be ineligible to apply for funding under this program.


6.Necessary documents for application

  • One of the following documents to prove that you are living away from home (Only required for those who are living away from home)
    -A copy of the lease contract of the apartment, etc. (A document that can confirm it is the student's place of residence.)
    -Recent documents proving payment of the rent
    -A copy of the relevant certificate of residence (with all members of the household listed), etc.
  • A document that demonstrates that a student is not receiving large sums of money from their family. (Optional)
    -A copy of the student's bankbook or similar document which includes a record of remittances.
    *In order to easily discern remittances from the last three months, please mark or otherwise highlight relevant entries.
    *For students whose families do not send them any money, submitting the above documents is unnecessary.
  • One of the following documents demonstrating that the student cannot expect additional financial support from their family due to a decrease in the family's income. (Optional)
    -A copy of certificate of receipt, etc., if receiving public support measures related to COVID-19 countermeasures.
    -A copy of the student's parents' 2021 "Certificate of Annual Income" (Covering income from the 2020 fiscal year)
    (For international students, a copy of a document that would be equivalent to the "Certificate of Annual Income" to demonstrate your parents' income.)

    *Students who have already submitted a "Certificate for receipt, etc., of public support measures related to COVID-19 countermeasures" or their parents' "Certificate of Annual Income" to the university after April 2021, in order to apply for internal scholarships or private sector funded scholarships, will not be required to resubmit such documents.
  • A document that explains and/or proves that the student's income from a part-time job has had to be reduced. (Required)
    -A copy of pay slip(s) from part-time job or the savings bank book for the account to which the transfers are made
    (-A document that shows at least two consecutive months of reduced income beginning sometime after January 2020. If this document is from before March 2021, a supplemental document showing that the part-time job's income has not improved after April 2021 will also be required (such as pay stubs from your part-time job dated after April 2021.))

    *The provided pay statements must include the student's name, the date of payment, and the employer's name.
    *For copies of bank statements that demonstrate two consecutive months of reduced income, mark or highlight the relevant items so that they are easy to discern.
    *Students who are unable to provide pay statements will be required to explain their circumstances on the application form.
  • A document (certificate of recognition, proof of receipt, etc.) of financial assistance provided by a private or other organization. (optional)



7. How to submit applications

Through the following designated application form, please fill out necessary items and upload scanned documents/certificates data.



*The university will not be accepting applications made through LINE.


8. Application period

9:00am Friday, January 7 -- 9:00am Monday, January 17, 2022 (The application has been closed.)

Preliminary application is open for students who could not submit by the original deadline, for it will be used in case the government establishes any extra nomination frame that gives Keio additional nomination slots in the future.
Please make an application through the [After the application deadline] Application form in "7. How to submit applications".
If the number of people that can be recommended by the university increases, the candidates will be screened in the order of application.

9. Frequently asked questions

Q. If I apply, am I guaranteed funding?

A. As each university has an assigned quota of students it can recommend, even should an applicant fulfill all the application requirements, we cannot guarantee that you will be chosen to receive funding.

Q. If I submit documents marked as "Optional" ("Certificate for receipt, etc., of public support measures related to COVID-19 countermeasures" or my parents' "Certificate of Annual Income") will I be given priority in the recommendation process?

A. If you provide documentation making it clear that you are experiencing financial hardship as demonstrated by receiving public support related to COVID-19 countermeasures or based on your provided Certificate of Annual Income, record of bank deposits, etc., it is more likely that you will be recognized as fulfilling the conditions of the national government's support program and thus your chances for receiving aid are increased.

Q. In order to attend university, I am paying rent for a residence that is away from my family. However, due to the pandemic, I am currently back at my parents' home on a temporary basis. Am I eligible to apply?

A. If your residence at your parents' home is a temporary situation, you are eligible. However, you will need to provide proof that you are currently renting a separate place of residence.

Q. Due to the pandemic, I am having a difficult time finding a part-time job and am living on my savings. What types of documents should I submit related to income for part-time work?

A. If you are unable to find a part-time job and thus cannot submit pay statements or similar documents, please write details of your current situation on the application form under "explanation of circumstances."

Q. I applied for Scholarships/Financial Aid this academic year but was not accepted to receive aid. Am I eligible to apply for this if I plan to graduate in March?

A. If you are planning on applying for financial aid programs that are still open for application this academic year (scholarship loans, emergency interest-free loan-type scholarships, etc. offered through the Japan Student Services Organization (JASSO)) then you are eligible to apply for this program.

Q. I registered from the [After the application deadline] Application form. Can I have any notice for whether or not my application from the form is screened by any additional nomination?

A. Your application from the [After the application deadline] Application form will be screened in the order of application without any notice to you, when the number of nomination slots by the university increases. We cannot answer questions regarding whether or not your application have been screened.
