To all students and guarantors facing difficulties with paying academic fees and expenses (Guide to financial support available in the Fall Semester)

The spread of COVID-19 (coronavirus disease) is having a huge impact on domestic and global economic development. Keio University has multiple measures in place to economically support Keio students who are facing difficulties with paying academic fees and expenses due to sudden changes in the circumstances surrounding their household finances. We will continue to offer support to ensure that the enthusiasm of our students for academic learning is not extinguished because of economic reasons. Please consider taking advantage of these services.

System for deferring payment of academic fees and expenses (tuition, etc.)

If you are having difficulties making the payment for academic fees and expenses (tuition, etc.) by the designated date, it is possible to postpone payment of academic fees and expenses for a fixed period. For details on how to apply, please refer to "Tuition deferment system."


Scholarships offered by the university

In the Fall Semester, recruitment is planned for the numerous internal scholarships (total amount of scholarship funding: approx. 400 million yen) including the Iji-kai (Support Group) scholarships and donor designated scholarships for which recruitment had been postponed. Many of these scholarships will be accepting applications in early October. Please begin to prepare in good time so as not to miss out on the opportunity of receiving a scholarship.

Details on how to apply will be posted on "Scholarships/Tuition" → "Campus/Faculty/Graduate Scholarships" once preparations have been made. (Due to be released in early September)

The Iji-kai (Support Group) scholarships and donor designated scholarships carry on the tradition of shachu kyoryoku or "collaboration within the company." These are valued scholarships that help deepen the bonds of the university "company" (shachu) and as such, depending on the scholarship, events may be organized to interact with everyone who is providing support. We encourage you to actively apply.

Private Organizations and Local Government Scholarships

These are scholarships provided by private organizations and local governments to economically support students, in anticipation of their future activities, who despite excelling academically face difficulties with continuing their studies for financial reasons. Details will be posted on "Information on Scholarships/Financial Aid" once we receive notification of any scholarships calling for applications.


Scholarships offered by the government/Japan Student Services Organization (JASSO)

New Study Support System for Higher Education
Applications can be made whenever necessary in cases where income for the last three months has decreased to the equivalent of a household exempted from paying tax due to sudden changes in household finances. If an application is accepted, tuition will be reduced in addition to the payment of a scholarship stipend. Because this support can be received in conjunction with internal scholarships, it is recommended that those who are eligible actively apply.

Japan Student Services Organization's (JASSO) Emergency Scholarship Loans Type 1 and 2
You can make an application because of sudden changes in your household finances. Although this is a loan-type scholarship, please make use of this option to secure the finances required to pay presently outstanding academic fees and expenses.

Japan Student Services Organization's (JASSO) "Emergency Interest-free Loan-type Scholarships"
The "Emergency Interest-free Loan-type Scholarships" system provides special loans urgently needed for a fixed period (until March 2021) as an additional support measure for students who are experiencing a significant financial impact on their student life as a result of dramatic decreases in household income, income from part-time work, etc., due to the spread of infections by COVID-19. [Applications are now closed]

Emergency Student Support Handout for Continuing Studies
The Ministry of Education, Culture, Sports, Science and Technology (MEXT) has issued a notice regarding the Emergency Student Support Handout for Continuing Studies, which provides emergency cash payments to prevent students, etc., who are facing difficulties continuing their studies due to a reduction in income from part-time jobs, etc., as a result of the spread of COVID-19 from giving up their studies.

(Reference) Government's "support fund and allowance for the leave forced to be taken under the COVID-19 (coronavirus disease) outbreak"

The Ministry of Health, Labour and Welfare (MHLW) has announced that it is now accepting applications for "The support fund and allowance for the leave forced to be taken under the COVID-19 outbreak."
This system provides a support fund and allowance for forced leave to workers (including students working part time) at small- and medium-sized businesses who were forced to take time off from work due to the impact of COVID-19 and the measures to prevent its spread, and did not receive their wages (leave allowance) during this time. Applications must be made by the applicable workers.

    Workers at small- and medium-sized businesses who received instructions from their employer to take unpaid leave between the period of April 1 and September 30, 2020 (students working part time are also eligible to apply)

  • Application deadline
    An application deadline is set for each period of leave. Because application documents need to be prepared with the help of the employer (business owner), please begin preparing the documents as soon as possible.

(The "special measures for employment adjustment subsidy" was support made available when an employer paying leave allowance to workers applied. The "support fund and allowance for the forced leave to be taken under the COVID-19 outbreak," however, is made available when workers employed at small- and medium-sized businesses who did not receive leave allowance make an application.)

<Precautions>
Please be cautious of scams relating to this support fund and allowance.
・Staff at MHLW, prefectural labor bureaus, and Hello Work (public employment security offices) will not visit the homes of workers on matters regarding this support fund and allowance
・Telephone calls from MHLW, prefectural labor bureaus, and Hello Work will not ask for customer pin numbers of financial institutions or request money for fees, etc.


(Reference) Government's "Special Cash Payments" initiative

Persons who were recorded in the Basic Resident Registration System on the base date (April 27, 2020) are eligible to receive a special cash payment of 100,000 yen each from the government. The head of the household to which persons eligible to receive the special cash payment belong is designated as the person who will take receipt of the payment. It is necessary to apply within three months of the "start date to receive applications by post," and for many local governments, the application deadline is between mid-August and mid-September. If you have not already applied, please hurry to complete the procedures on time.
